Cummins 8.3 dying at idle??

Posting for a friend....any ideas?

The facts:
Idle is approx 550 RPM
Ran fine in the summer
Currently running winter diesel
New fuel filter

"Greets all. Out on the road in the motorhome. 1994 Cummins 8.3C All mechanical. Starts fine, idles fine, runs fine. BUT after driving along the road for a few miles and you head for an exit ramp or rest stop the engine dies at idle. It will restart but after a ton of cranking. When it dies, the throttle pedal gets stiff as hell, can't even push it down until I get the engine cranking again. I think its losing prime because it acts exactly like it did after I changed the fuel filters and had to crank on it a bit to re-prime. Its very weird. I can hold the throttle up around 800 rpm and the brake at the same time and it won't die... any ideas?"
 
turn the idle up

Should idle close to 800 IMHO, but wit the Engine serial number, I may be able to tell you low idle for sure. Sometimes they list them, sometimes they don't.

May not be the only problem, but it could aggravate the issue!
