DTT Noise Filter???

Whats the purpose of using this. I have been told that its fixes a lot of problems on high hp 24valve trucks.

I am having a little surging issue running down the road at 60mph. Not quit sure what it is. Fuel pressure is fluctuating from 17 to 10psi. Put Diesel Dan says thats still enough fuel. I found out that there are issues that can be solved with this filter. Anyone have and experience???
 
The DTT noise filter is for cancelling out the electrical noises that cause the converter to rapidly lock and unlock.
 
Surely if my torque comander isnt showing the converter to lock on and off then its not right. If thats true then i dont need it or is there other issues that the dtt noise filter will fix???
 
As far as I know the noise filter only helps with the converter rapidly locking and unlocking.
 
i get a surge going down the road once in awhile to but i normally change the fuel filter and goes away or so i thought
