Early 98 Cruise Malfunction

Checked the vacuum and all the fuses. Can't find a blown fuse, is there even a fuse for it?

Non functioning, light on the dash won't come on, will not activate.

My brake lights don't stay on, so I guess that rules out the brake switch. Ideas?
