erratic speedometer

I have an 03 Dodge Cummins with an erratic speedometer at idle. It will sit at 0 for awhile and then jump anywhere from 0-80mph while idling. When you start driving, it will settle down and not jump so much. Is this a possible TIPM problem??? I appreciate any feedback

i just put a new TIPM and gauge cluster in to fix this problem.
set you back about $1300 give or take some
