External voltage regulator issue

Hey guys... Weird problem... I'm fairly electrical savvy but having a weird problem I'm hoping someone else has run into.

The farm I work for has a 2001 3500 5 speed service truck. A few months ago it started having PCM problems so I installed an external voltage regulator. Echlin/NAPA VR38.

It was working good until about 3 weeks ago. It started to show 18v on the dash, it's actually getting at high as 15.5v on a meter at the batteries, but it's high enough to set a CEL and blow headlights. We swapped regulators, exact same problem. I jumped a clean battery 12v to the regulator sense terminal, no change. Ground is good.

Any thoughts? Truck is out of service and there's 1800 acres left to harvest...

If anyone runs into this problem just swap to a ford style ( napa vr440) regulator. It fixes the issue
