Yank the head, get what's left out and go back with a new set.

I would try to get the rest of the bolt out before pulling the head, you can just get a new bolt from Cummins and your down the road. Even if you have to try a left hand drill bit to take it out.

I was going to just put new head bolts in ,not sure after seeing the inside of the valvecover
