front cover seal question

I have a new seal for my fornt cover and it came with a depth tool, install tool and a black ring. Where or what is the black ring for? I have read that it goes between the seal and balancer on the outside but that doesent seem right and it is not a snug fit on the crank. Does it go inside the seal to act like a spring? It does fit the inside of the seal like a spring would but the old seal did not have this. Anyone know? Thanks

Its a dust shield. It should fit a little snug.
