Fuel Pump Wiring

So my dad was having problems with the lift pump on the 2001 Dodge where it stopped getting fuel even though the tank was pretty full. He took it to a mechanic (I was away from home) who had swapped in the engine and the mechanic did some stupid wiring job.

It was running fine, but today it just died while we were driving, so i thought it was just having problems with the pickup, since it was somewhere below an 1/8 of a tank. We rolled it into the gas station and filled up but it still wouldnt run. It would crank and then sometimes get going but soon die out. I can only attribute this to it either not getting enough fuel or there being a leak somewhere.

For starters, can someone tell me how the lift pump is supposed to be wired up( but I'm confused because I can clearly hear two pumps running one in tank and one somewhere near the duel filter, i thought it was only one, or maybe I'm stupid)?

Also, any thoughts or suggestions? I'm really frustrated/pissed at these two mechanics that have only created more problems than it started out with.
 
did he put an extral fuel pump in or a intake pump. if its an intake pump you can only have one pump running since you did run it low of fuel the guage could be wrong you would need to crack open an injector line bleed the air out. if he put an aftermarket pump on he should have used an pickup tube like a vulcan one. there really no math to wiring a fuel pump hot wire and ground
 
I'm not exactly sure what he did, I think I'm just gonna install an external pump with the vulcan draw straw to get rid of this problem for once.
For cracking the lines, I assume I should do it at the pump, not at the cylinder head right?
