fuel shutoff selenoid trouble

Ok I've searched some but can't find same problem. If its warn outside or motor is warn no problems starting. If It gets cold out has to be plugged in or shutoff won't pull up. If it gets real cold doesn't matter if its plugged in or not won't pull up. Will always run if I turn key forward and push the lever up then start it. I'm assuming its the selenoid itself goin bad. I know there's a fusible link and a relay but would they mess with starting depending on temp or am I right in thinking the selenoid is goinn bad. Thanks in advance for any help
 
Try taking it off and cleaning it up. Add some type of lube when you put it back together.
 
Make sure the two wires going to positive are not corroded. Blue and orange I think.
