fuel valve on rail wont come off!!

Im trying to put in a extreme power puck for my buddys 05 LLY and it call for shimming the valve,

Does anyone have a trick or something to get it off?? I have tried with a wrench, 2 wrenches, a socket and a breaker bar, and even an impact!

dang thing wont budge! its not reverse threaded is it? That would just make my day if i spent all day tightening it.:bang:bang

It is right hand thread, just extremely tight, I have only successfully removed one on the truck, the rest of them I have removed the rail and used my 1/2" impact to remove it.
