In the process of installing a set of 4000 rpm governor springs, it says to remove all the shims below the springs. I had a shim that was about 1/8 inch wide, then a shim with the same o.d. but it had a much smaller hole in the center (almost reminded me of a spring seat you would put on a aluminum head,so the valve spring dosn't dig into the aluminum) Should both of these stay out, or just the one that is 1/8 inch wide ?
