Hard to press throttle pedal

Throttle pedal is hard to press when truck is turned off. Once the truck is started the throttle acts normal. Only reason for concern is my truck takes a tap of the throttle to get it started...which was not a problem until lately the throttle being harder to press when the truck isn't running is making it sound like im a 16yr. old revving my engine when I start the truck.

Is there anything inside the pump that could cause this? Throttle cable when unhooked moves freely. Pump linkage on the outside has all the springs on it.
 
Im just gonna assume that its because the shut off solenoid hasnt pulled the shut off lever up... I may be wrong though.
 
Check to make sure the cotter pin holding the shut off solenoid eyelet to the shut off pin on the pump is not making contact with the pump linkage and or that the pump linkage has not come loose.
