HE341 Leaking a lot of oil

I'm building a mercedes Diesel with an HE341.

Problem is the HE341 is leaking a alot of oil from the turbine housing. I freshly rebuilded the turbo, -10an oil drain with no loop. -4an an feed with 1.5mm restrictor but the turbo keep leaking oil. especially when revving. Center catridge is not straight but not more then 15degree

What could be the cause?

Problem with the rebuild. Did you clean the groove on the shaft and housing? If so how? Also if the the shaft didn't snap in place, the housing is usually bad. I've also seen the oil seal stretched/bent and not seal. The He341 is a journal bearing charger and shouldn't need a restricted if I recall.
