99 24v..idles at 900-950 all the time and won't respond when you turn down the idk=le screw..Anything I may be missing?

Try this to see if you can get the idle down to 800rpm:

Key off for about 15 seconds,
Key on (don't start the engine)
Slowly press the throttle all the way to 100% and then slowly return to 0%,
Start the engine and see what it idles at.

If that gets your idle down then your throttle position sensor probably has some wear and might be on its way out. I'm not saying that you need to go right out and replace it just because of that, though.

I thought it was a dealer re-flash. Lets you high idle the truck with the cruise control buttons

Give my test a try. It's most likely that your problem is not in the programming. I think that the other guys are talking about a feature that can be turned on via either a dealer or Smarty that automatically increases engine rpm when it's cold out and the truck is just sitting idle. On 98.5 - 02 24 valves it can't be controlled by the cruise buttons (unfortunately).
