How many PSI for a vp44?

What should the lift pump be set to for a vp44? I just installed a gauge and the FASS is set to 24psi at idle. When I get on it, the gauge dips to about 21psi.

I was asking, because sometimes I feel a surge/studder on the freeway a bit past 3/8 throttle.

What would cause this?
 
VP44 is dying probably. If you have a wire tap box, the connection might be bad.

It's an extreme dragon flow w .093 tubes and 6x16 sticks, but I looked and the supply lines look stock. Could this cause the surge?
 
Does it have any electronics like an edge comp, drag comp, quadzilla adrenaline, tst....???
 
If it has a redline box, the pump wire needs to be tapped, and like limited said, that needs to be a solid connection. A loose or bad connection at the wire tap with cause surging.

Also, a loose or bad ground has caused surging in the past with my drag comp.
