Internal vp44 question

I have a vp that I got for free that I wanted to take apart. It ran when pulled but would not start by itself. For the 4 wires that go into the computer on the pump from the sensors, should the 2 the hook into the sensor at the bottom of the pump have a rubber coating inside the shielding or should they be bare wires? Could these wires have been shorting out causing the truck to not be able to start without brakeclean or ether? It ran great once it was started if that helps at all. Thanks
 
I've noticed that a lot of crank sensors have been causing a no start. Once started it will throw a code.
 
Nope no code, once this pump was taken off for a new one the truck worked as it should. Just trying to figure out if these 2 wires could cause a short so it would run but not start. I'm gonna fix them anyways cause I have the pump disassembled while I mess with the internals and the delivery valves and such.
