Laggy Stock turbo 04 6.0

One of my friends just bought a 04 6.0 the other day and stopped by the house to show it to me. I took it for a drive and it seemed to do ok but was very laggy in the upper gears (6 speed truck) with low rpms. Every other stock turbo 6.0 I've drove was MUCH quicker spooling. Talked to a local diesel shop and they told him that the turbo needs to be removed, dissasemble, and cleaned a couple times a year!! and that it needs a cr cummins cat converter on it to make it spool right?!? The truck has an intake an 4 inch exhaust, no converter just a muffler. So is what this guy telling him the truth or he just sending us on a wild goose chase?!
 
BS. Might have sticket viens. All you do is pull the turbo and check for rust on the housing internally. You dont need backpressure to spool a turbo.
 
yeah man, just take the turbo out and clean it, it should be ok.
 
You could run the piss out of it as well. Mine was starting to stick so I just ran like a raped ape for a few days. Cleaned it out pretty good.
