Locked Smarty

I need some help. I have a smarty that was on a 99 dodge truck. We set it back to stock and sold the truck. Now I cannot get the smarty to work. We checked the ECM and it is locked to the VIN of the truck that we no longer own. Is there anyway this can be fixed?

Apparently the sold truck still has some Smarty DNA swimming around in it.
