Loss of power

I am looking at a 99 cab and chassis with a dump bed and test drove it today. I was going about 60 in 5th gear and it lost power, I pushed the throttle all the way down and nothing. Shifted down to 4th and no power for about 2 sec. and then it came on, shifted into 5th and was fine. It did this to me twice. Could it be the pump, or could it be a bad fuel filter? The truck has a PTO for the dump bed and if you take off without it being disengaged it wont rev over 1500 rpm's. Is there a governor on the VP that could be hanging up? Any help would be appreciated. It has 183k on it don't know anything about the truck.

Sounds like dead pedal, may be bad VP.

Sounds a lot like a failing VP...

I know some guys that drove thousands of miles with symptoms like that, and others that had the pump do it to them once and completely fail a day later.. You just never seem to know with these things.

Sounds like the pump is on its way out to me.

Pump or apps. Both of those will cause dead pedal.

Sounds like the pump. I drove my truck for a while like that before replacing the pump.
