Need Help ASAP

So on my way to work today my truck started smoking something bad underneath the hood. i pulled over and saw where it was smoking from. There are 2 wires going into the top of the fuel filter housing and the red wire on the left is the one that was causing all of the smoke i believe. I will post a picture also but was just wondering if anyone knows what its called so i can try and get a part tomorrow and get it fixed. Here is the picture. It looks like the red wire has been stripped and is grounding out causing the smoking

On the 99's isnt that the water in fuel sensor? I would say pull it out man and take it to cummins, or just go there and order one.... You dont want smoke that close to your fuel, fire would be bad no matter how cold your are.
 
I'd be more apt to say it is the wires to the fuel heater. There is a heater and a water in fuel sensor in that housing. I'd think the water deal is in the bottom. I view your pics so I'm not sure. You'll probably have to buy a new housing because the wires are potted in it (I think). I'm sure there are a hundred on this site that have pulled thier housing for fuel system upgrades so just shop for a free one. $.02

That would be my guess as well.
