needing help asap!!!! tps/wiring

1998 24v has some top end issues jus put on a fass and new vp44 when the motor is pulling hard around 2700 to 3000 it starts a fuel cut out so i was thinking tps well i went to read the signal volts on the tps from the pcm and found 35.1 milli volts and is needs to be around .5 volts. im stumped no codes till i messed with the tps and now there is no way to get it back to where it needs to be without reading! tried running a jumper ground wire from pcm to body ground thinking maybe that was it but no change. i unplugged the tps from the wiring harness and took readings and drop it .07 mv any suggestions the guy just bought this truck from texas and hasnt been right since, also looks like they already replaced the tps but maybe it is bad i still dont know why it wouldnt throw a code until i moved it! help asap would be awesome guys thanks!!!
 
From what I read about the apps sensor, it should be near 5 volts. If you search for apps adjustment, timbo apps or check out moparman1973s site you should have all the info you need to adjust it or buy a new one if you cannot adjust it.
