New Guy from IN. Learning a lot. Need some help

I got my truck back in August of 2011. Its a 94 cummins automatic with 278000. I had a feeling that it didn't sound right when I really stepped on it. It has a stack on a reg cab and it sounded like it was popping at high rpm. So I took the afc housing off and it did not have a fuel plate in it. Is there a way that I can fix this popping sound, I heard it can be bad for your injection pump.
 
Stock turbo?...That's not very smart to not have a waste gate.
 
It is a stock turbo but the hose is plugged. It was like that wen I got it.
 
i have a stock fuel plate if you want it, ill be in goshen in a week or two i'll look you up when i know for sure when ill be heading that way.
 
thanks for the offer on the fuel plate but I just got a stock one not to long ago. Would advancing the timing a couple degrees to help to fix that, to like 17 degrees?
