No comm between scanner and ecm??

I have a 98.5 truck here that I can't get to communicate with my scanner. Truck has a new ECM as of 2 years ago, all new sensors last year and a new monster vp44 last year. It is down on power indefinatly but only within the last few days. Any ideas what I need to do to restablish communication with the ecm of this truck? Thanks in advance.

check to make sure there is power to the OBD port if not look for a blown fuse cig lighter I believe

We checked the fuse, we will check for power to the OBD-II port.
