No headlights and cel on

I have a 2006 ram 2500. The low beams don't work but the highs do. Also the truck started to go into "skim" I believe. It looses all power and regains it after a split second. The cel light remains on after doing that. I checked the codes they read p 0513 and p 2509. Any help would be great. Thank you
 
PCM intermittent power can sometimes be battery cable connections.

start with the basics.... load test both batteries and clean your posts very well and make sure they are tight.

06's have some quirks. the last time i saw that headlight issue, it was the TIPM. it is sometimes associated with turn signal and or running light issues.

Tipm is shot could that lead to the other problems?
