Oil Smoke Fogging style

Have a 96 12V in a freightliner box truck. Smokes like crazy, blue oil smoke and will use about half gallon in 100 miles. Seems to run just perfect starts right up and smooth. The smoke may go away for a bit when driving but will always come back. I removed the turbo thinking the seal had let go and it was just fine no oil in the exhaust housing. I can see signs of oil from the exhaust manifold on the back 2 cylinders. Pulled the valve cover to inspect the valve seals. Could not really see if they were bad or not? Any insight would be greatly appreciated. I did search forums here but didn't lead to a definite direction.
 
Check compression? Would it not start hard if it was that worn out? Starts great even with slightly weak batteries. Maybe was hour and half drive and used 1/2 gallon.
 
You can break the oil control ring and not the other rings and still have decent compression but burn lots of oil.
