Mods in signature, with the clutch in or in neutral my engine revs itself up to defuel and now its hard starting to the tune of 15-20 cranks. I pulled the plate to check the gov arm, I can move the rack both ways by hand and the arm isn't hanging. Only other options are gov springs or fly weights correct?

Govs are a good place to look. How long have you had this pump? It's rare to have problems with that pump.

OK, just pulled AFC off and it looks like one of the gov spring studs is bent. I say that because the outer spring is rubbing the fly weight on one side and has about half an inch of clearance on the other side. I guess its time too build up a pump.

Finally got a chance to pull the pump off today. Turned it upside down and found a fuel plate bolt that apparently the guy I got the truck from dropped and left. Damned flat billed teenagers trying to make smoke and screwing up trucks along the way. Anyhow, got a freshly flowed and shimmed up 160 and got all my parts swapped over. Waiting on my girlfriend to get back from town with new batteries so I can crank this beast.
