P7100 vibration through pedal at 1000 -1200 rpm

Well my problem is just as title says, P7100 vibration through pedal at 1000 -1200 rpm. At idle in neutral, in gear with clutch in, cruising speed off the throttle so engine is at idle. I can feel the vibration when I touch the IP lines and when I touch the main fuel line to the IP I also feel the vibration there too, and while in cab I feel it through the throttle pedal. It's a 2000 24 valve p pumped motor. What the heck is going on and has anyone had these symptoms? Just ask if I haven't given enough info. Thanks
 
What return springs are on the pump?

What governor springs?

Is the vibration a lope (meaning RPM changes without changing throttle)?

Newly rebuilt engine?

New ppump conversion?

What changed recently that you noticed it?
 
Depending what GOV springs are in it it may be just unbalanced (the p7100) and the vibration is from the lope as the previous guy said.
