PO882 Code I cant get rid of!!

Ok im running an 04.5 commonrail with a 48re in my 2003 F350 and I have tried to fix this code to no avail....the code is transmission control reley voltage too low...I wired in the relay I was told to do running a 15amp fused wire from the battery to the 30 on the relay, a ground wire to 86 on the relay, the yellow/orange wire(T16 for the transmission control relay output that goes to the transmission) to 87 on the relay, and then the yellow/dark blue wire(t515 for the transmission control relay control that goes to the ecm) to 85 on the relay. To my knowledge this is the only wiring that would affect this so does this mean my TCM is bad? or am I wiring something wrong? I believe this is why my tranny is in limp mode and not locking the converter properly...
