Power still on with key removed

I just about got the truck back up and running (waiting on injectors) and I put the key in and turned it on today and when I went to shut it off and take the key out I still have power? Could I have plugged something in wrong or missed something? This was not an issue before the rebuild. Any ideas where to start??

Ignition switch module, my 03 did the same thing last month.

The module itself is bad or start there? Where is this module located? I just unplugged the Trans harness and the vehicle harness from the ecm when I pulled the engine, what could have caused it, something I did?

Under steering column plastic on drivers side, replacements are stocked at oriellys for cheap. Mine had burnt contacts in it
