Problems tuning a p 7100

I am tuning a 8.3 L pump on my buddies truck and I am running into some issues. First time around I set up the 4k springs and put it at 15.5* of timing and could only get about 3300 rpm, so I tightened up the springs a couple of clicks and got 3700 rpm. Then I bumped up the timing to 18* and now I can get 3900 before it starts popping and cutting out. I am wondering if I should just tighten the springs another click or if I should bump up the timing another degree or so. My other question is the motor runs smoothly when first started and above 1100rpm, but once it warms up the motor has a very noticeable lope from idle to 1100 rpm. Any help would be appreciated as I still dont know all of the ins and outs of tuning these pumps.
 
is the fuel shut off open or to the run position all the way (referring to the lope)
 
I did forget to check that when I was swapping parts to the new pump. I guess I was in a hurry, but if it was that wouldnt it do it all the time, even when the motor is cold?

I need to look again tomorrow but I believe it is an 838? pump. It still has the 121 dv that came with the pump. I have ground on the plate, it is not cut as far as a 0 plate but getting close. It is slid about 1/2 way forward. Other than that all it has is 4k gov spring. One thing is when i checked the springs after install they were .005 to .01 height difference measuring through the hole where the fuel plate goes. Fuel delivery may be a problem as I am not sure what he has for a fuel pump. I will get answers for these tomorrow. Thanks for the replies, I always appreciate thoughts from someone who is not aggrevated with the truck like I am.
