I seen it has the drive flange and is splined on both ends, but the drive flange doesnt jsut slide off, whats holding it on?
There are 4 tiny screws on the end of the flange with a flat plate, does that hold the axle in?

Also I see SCS axles that come with a shield on the end, since the haisley's dont have that I still need to run a center cap right?

A snap ring holds it in. I had to hole saw my center cap to let the little part of the hub stick thru a little.

well i have a set of center caps made for ford front wheels that have the center of the cap removed so you can unlock the hubs, i could use those but then i don't have a "shield" on the axle.

I had to buy a set of center caps that were long to clear the axle. I got them at discount tire.

How old are your shafts? There should be a axle shield cover to cover the axle bolts which means you dont need a center cap.

i have the ones you posted second...the dogbone style. there is no shield to cover the axle bolts.

I have those same axles on my truck and I took apart my stock dodge center caps and shimmed out the spacers and used longer screws and they fit great and look factory.

i have after market wheels with the chrome slip on center caps, i will prolly get the longer center caps.

my chrome centers i had for my steel wheels fit over the axles just fine. easy install on the minispool and axles, hardest part is putting the carrier back in the rear by your self.
