Question on Pulling Rule

I was looking over the rules of a local pull for work stock and seen this "If the muffler or catalytic converter have been changed from stock, two 3/8 inch diameter bolts must be installed through the exhaust pipe in a cross pattern within one inch of each other as close to the turbo as is practical." Where do most people place these? Do people that drive thier trucks on the street just leave them in all the time?
 
I drove with mine in the down pipe for 5 years on the street. just used 2 3/8 bolts and put a nut on the end and welded them solid to the down pipe. They were about 1 1/2 inches away from the turbo outlet. This on a hx40 style down pipe. They are still in there with no problems.
 
leave them in all the time, put them wherever is easyest for you...not a dificult rule to meet.
