Use a little oil on the threads into the block, and use the arp lube on the washers (both sides) and the nut on the bottom and some on the threads to.
Bottoming the studs in the block, and then backing them off perhaps a quarter turn basically has the studs not turn when you go to pulling up the torque.Why not use the moly-lube on all the threads?

I was told to put oil in a plastic zip-lok bag, submerge the threads of the bolt in the bag, then grab the threads bolt through the plastic with my fingers and rotate to knock most of the oil off.

FWIW, have you noticed how bad the engine oil lube carburizes? Especially on the exhaust side of the head? Enough reason alone to chase/bottom tap the bores.dont use wd40. it will disappear after heat cycles then your stud threads will get stuck on the block.
