should i rebuild my hx35

So my Turbo has some shaft play. It barks at higher boosts so I keep it down to 30psi. But it does surge bad at low rpm when I'm towing even 5k. My Turbo just seems a little tired but it doesn't blow much smoke so I'm guessing my seals are ok. I plan on drilling the divider so more air flows. Would U guys just do that and see what difference it makes or should I just try to rebuild it. Thanks

Rebuild kits are cheap so it wouldn't hurt. I'm planning to rebuild the one on my 99 and install a gasket matched and divider drilled 14cm housing as soon as I can borrow a good hx35 from a buddy to keep my truck from being down.
