My smarter won't program my ECM it keeps saying error and makes it go back to stock and that's it

Is it your original ECM? Or a replacement?
I replaced my original ECM and borrowed a friends Smarty for an emissions test and couldn't get it to work. The new (used) ECM was an exact match to my truck, I was never able to get a concrete answer as to what the problem was.
