Soft shifts, no lockup

Truck is a 2000 sport, when i bought the truck 3 yrs ago, was told truck had ats valve body and a banks converter. In the last year, if you start the truck and try to go after its been sitting for awhile, it just wasnt there, but if youd throw it in neutral maybe 10 seconds, it was good to go. Even with that issue it always shifted nice and firm, no problem. Now it shifts but not with the nice hard shift ive always enjoyed, and lockup is non existant. I'm assuming the converter has gone bad, but any thoughts or advice would greatly be appreciated, thanks.

Dumb question, but is it full of Automatic transmission fluid?..... also with truck off have a buddy actuate the accel pedal and then crawl underneath and make sure the tv cable is actually moving the little lever on the drivers side of the trans
