Starter issues?

Alright I went to start my rebuilt engine last night and the starter was getting stuck on. When I would go to crank it at first it would make a fast clicking noise, then start to turn over. I have Larry B's contacts, I am going to be putting on another set and new plunger because when I pulled it apart today this is what the plunger looked like.

My main question is what would cause it to look like this? It appears to be arcing for some reason, but I am not sure why?

New battery, cables all look good. Battery was just pulled off the charger when I went to start it. The night before when I finished putting it together, I tried starting it and only got about a crank and a half then it was dead. I put the battery on the charger the next morning and put it on a slow charge for 8 hrs while I was at work.
 
one or two batteries? one isn't enough in the winter I don't think.
 
You mentioned new motor. I assume it got paint? I'd say ground problem

Now that is something I had not thought about. I will definitely check the ground today before I do anything.

Well today I finally got to switch out the contacts and plunger in the starter, still does the same thing. Cleaned the grounds up too. The starter continues to be stuck on, I do not believe it is a starter issue though. Something is sending power to the starter trigger wire when the key is off. The only way to get the starter to quit turning over is the pull the starter solenoid fuse. If you try to put the fuse back in, it continues to turn over. Now if you pull the fuse, then pull the starter relay, it is like it resets and then you can plug both back in and the starter doesn't try to turn over, and nothing is sending power to the trigger wire. I checked the wire at the ignition switch (Yellow wire) and it comes on and off with the ignition switch at start position. I am stumped...

Does this seem like a relay issue? I have switched in all 4 of the relays that I have, and they all do the same thing.

Any help would be awesome.

Unplug your shutoff solinoid relay and see if it does it then.
 
I am not doubting you, but what would the shutoff solenoid relay have to do with it? I know that the shutoff solenoid does come on and off.

The shutoff solenoid gets signal from the starter trigger wire. If the trigger wire will gets powered up, it will energize the starter as well.
 
No, I don't believe the shutoff solenoid has anything to do with this. It does the same thing with it unplugged. I do not have a relay for my shutoff solenoid because of converting it from a 24v. This setup worked just fine before so I know it isn't anything to do with the way the shutoff solenoid is wired in. I checked to see where the power is coming from and the trigger wire comes out of the harness going to the PCM.
Just for information sake the truck is a 2000 up to the junction box, but has 98 engine harness and PM. Does anyone have a wiring diagram or know where I can find one at?
