Crack the pump return checkvalve fitting and be sure there is no air trapped in the pump.

Try to find someone with a cummins 3163834 vp44 tester to rule out the electrical side. Check the low pressure fuel system. Alot of people just check for pressure, I also check the volume If it has a stock lift pump. Needs minimum 45 oz per starter bump cycle.
I don't understand why there are no codes. I have seen the PO216 code set from just running out of fuel.
