On the older dodge diesels (first gen) they do not have a blow off valve and a wastegate.
What is the reason for a blow off valve on a diesel?
What is the reason for not having one on a diesel?
Why and how do they not need them?
 
They serve the exact same purpose on a Diesel as on a gasser; keep the turbo from barking. They're not as popular for some reason; they're not as necessary, especially while stock, because without a throttle plate the pressure spike against the turbo isn't as fatal.
