Throttle is either Idle or 3500rpms? Like a switch... Help

I've got a truck here that has some issues... The PCM was lost and alot of repair work done uner hood by some one else, and now that I got a PCM for it the throttle is either off or on and wot. I checked and reset the apps to about .551 when it calls for .566 so it's close. What could it be a bad apps? Truck is a 98.5 auto. The throttle is like a switch idle is normal but move the throttle a 1/4 inch and it goes to wot.

Any programmers on it?
Any codes, might need to be reflashed by the dealer or load a Smarty and take it back out, that should leave a good stock program on it.

Bone stock truck, I am going to try a different apps sensor of another truck and see if it helps.

Agree with Graphic Man, sounds like a bad APPS.

Last time I saw this happen, it was a bad ECM.
