Timing issue

My buddy has a 95 12v and we swapped his 160 pump for a 180. Got the pump in and timed it to 16.5*. But now it seems like every few weeks it jumps timing and we have to time it again. We have gone over it a few times and still can not figure out why it is doing it. Has anyone had a similar problem?
 
Pull the pump and inspect the shaft and gear for any sign of damage. The SLIGHTEST bit of oil or even a hair or thread from a rag will cause the gear not to seat on the shaft properly and it will slip. The gear and shaft need to be super duper surgical tool kind of clean!
 
Clean the shaft well with brake cleaner or contact cleaner and install a new washer torqued to 160.....ever time, been doing it this way for 6 years now and have never slipped timing.

weston (smokem) suggests sanding the shaft with a little bit of 80 grit sand paper working from the threads towards the pump just to scuff it up a little to help bite on the gear a little bit and then tq down between 145-165ftlbs and like stated earlier make sure it is good and clean of oil and debris.
