Towing with Twins

Hey guys, looking for some advise. I have a 06 cummins, smarty Revo, 2nd gen ATS 3 piece manifold, garret 3782r turbo, 4" straight exh., 5" intake w/ large k&n filter, stainless intake horn, Arson stg2 CP3, When I installed the turbo, it surged badly under load, worse with more throttle, and barked bad if I let off the accelerator too quickly. I put on a BD blow off valve, that completely fixed the barking, and 90 hp Inj. tips stopped the surging. My current problem is if I turn up the programmer to where the turbo works well, (level 4 or 6), the thing gets hot 1300- 1400 deg. quick just driving around empty. I turned smarty down to 2 and tried towing my 24 foot enclosed car trailer and even under light accel. pedal, it still gets over 1200 too easily. I have lots of power available, but don't dare step on it any harder. If I put a second turbo under this one, will I be able to light it with my fuel? I'm thinking 4202r or 4508r as a primary, will I need more fuel to keep this one from surging or does the top turbo change how they act together? Also, If I am rolling loaded at 15 psi and am wastegated to 25 on my top turbo, will the primary do anything to help EGT's? Or only if I stand on it to light it? I'm just thinking 10% grade for 3 miles is gonna be tough to maintain 65 mph and reasonable egt's. I'm sure it will be great having the extra air just beating it around town, but towing might be another story. Any thoughts? Thanks, Rob.
