Define "jumps"... in that speed range is where the PCM is engaging Overdrive and lockup and if there's a faulty ground to the PCM or on the engine harness going to the transmission, it will cause the transmission to go in and out of lockup and/or OD.
Problem can be often solved by running a separate ground wire from the battery to the PCM ground, and cleaning the ground on the middle of the engine block (drivers side) with sandpaper to assure a good ground going to the transmission. The ground comes out of the main wiring harness and attaches to the side of the engine block on its way to the transmission.
