Turbine wheel/housing size?

I am going to a different turbo setup and have some questions about turbine wheel size vs compressor size. I am going to be getting a Comp Turbo (might not know of them) and what they suggested was a 66mm compressor with a turbine of 79/71 with a .84 T4 housing. i will be running this with an external wastegate. My question is that i want the best spool i can get, but do not want it to have bad surge. Will this turbo work good or sould i maybe look at different wheel sizes? So you can better help, this will be going on a 03 with 90hp nozzles, smarty, auto trans with stock stall converter. shooting for 600-650Hp. Also this is a ball bearing turbo if that makes a difference. Any help would be appreciated. Thanks
