Up an down rpm ? At start and dies when off fuel at low rpm?

Started last week after work rpm up and down .
Put on new lift pump no change ?Searched for air leaks in
fuel system , found none .Then put a new ofv from tork tec yesterday no change ,now have no idea ? Help
 
all i cansay is it's broken unless you tell us what year and a few details
