Waste gate questions

I am running the garrett stage 3 charger, 63.5 Inducer, i have more specs on it if needed, but this charger is factory wastegated at 40ibs. With the fuel i have been running ( same as signature), i am only seeing 33 pounds on a hard pull. I took the waste gate line of the cover and hooked it to an air compressor Set at 20, 30, and then 40 ibs. At 20 ibs i have a little movement but not much, once i turned it up to 30ibs, i have a good 3/4" movement on the wastegate. What can i do to change this.

How big is the turbine exducer & what a/r on the exhaust housing? T3 or T3 exhaust inlet flange?

Compressor: 63.5mm inducer / 88mm exducer, 52 trim, 68-69 lb/min flow
Turbine: 72.5mm, 78 trim
Turbine Housing options: 0.89, 0.99, 1.11 a/r
I am not positive on the turbine housing on this charger, as i bought it used off of another member (hammer), but i beleive it is the .99

I forgot to mention that with the truck in neutral, if i bring the motor up slow, till i get about 8-10 psi and then nail the throttle i can get 20psi of boost, but like i stated before, when im out on the road and lay into the throttle the most boost i see is 31-33 psi
