What to use that's compatible with efi live to adjust my tire size. I know efi live doesn't support tire size adjustment, can I use my smarty to adjust just tire size, and efi for everything else?

Snap-On scanners can change the Revs Per Mile

Your smarty might work, my XRT Pro does for sure, when I put it back to stock, tire size stayed correct with EFI.
