What year is the best for the cummins for big power cheaply(cheaper than a ford)? I was looking at a 02 2500 4x4 RegCab w/ 50000 miles.

When you say big power.......?
97-98 12v. Lots you can do with out spending a dime.
However, BIG power always costs alot.
 
A vp motor can make alot of power with just a box,injectors and a turbo.But 650 or so is the max on fuel.I dont know if it would yield you 7's or not

Try what Snedge said it has a very ajustible pump that might suit your needs and get an extended cab with 4 doors too.
 
Well maybe not huge power, just something to run 7s in the 8th mile

Umm.... 8th mile in the 7's. Just doing my math, and assuming your truck will weigh in around 7500 lbs give or take, I'm guessing you'll need near 800 horses. Probably more. You'll also have to be hooking up really good.
You're going to be out less money if you start with the 97-98 era Cummins, but cheap? Nope.
To be honest, any year Cummins is going to be less expensive than a ford (International) to reach that level.
