Will not shift 2nd/3rd

I have recently encountered an issue in my newest project Truck and have been learning as I go with the Cummins/ 47re/ Dodge. My Transmission will not shift from 2nd to 3rd without putting it into neutral then back into drive and then from 3rd to 4th without letting off the throttle. Admittedly I haven't had a chance to even dig into it to give any better symptoms do my underway schedule lately. As always any help is greatly appreciated.
 
google images throttle valve lever for a 47re, then tie it back with a zip tie towards the BACK of the truck. Pretty straight forward
 
This is where I am at with it. I adjusted the TV Cable and now 2 to 3 and 3 to 4 shifts are great but 1 to 2 I still have to let out of the throttle for it to shift. So I am still looking into it. I was doing some reading and figured I would give the speed sensor a shot due to my Speedo intermittently freaks out. Speedo is fixed but the 1 to 2 shift problem still remains. I will check into the governor sensor. Any other advice of course is always welcome. Thanks again for the help up to this point.
 
I can be a WOT and 1-2 is delayed and never consistant as to when it will shift.
 
You need to change your governor pressure solenoid, it is very common for then to get clogged. Replace it with a borg warner solenoid, should cost you about $50. If you don't know where to get one let me know I can hook you up
 
C'ya I've been looking and the best I have seen so far is over $100. So if you wouldn't mind please hook me up.
