i got factory blocks in the rear and bigger springs in the front that takes it up to be about equal to a 2" leveling kit i went to discount tire yesterday lookin for summer wheels and tires and he said he could get me a deal on 18x9.5 with 35s and the wheels have a 4.5" backspace and -19mm offset and im jus tryin to figure out if they would rub or not before i buy them

In a word, yes. I had 16x10 wheels with 4.5" backspacing with 315/75/16 tires with a 2" leveling kit and I could only turn halfway before the tire started chewing into the fender. Get some longer control arms and you should be alright.

step down to an 8" wide rim and it won't rub. Other then that, half inch forward control arms will work.
